ENS Cachan International Scholarship Programme
1) The Ecole Normale Supérieure de Cachan (ENS de Cachan) has implemented a ScholarshipProgramme aimed at foreign students who are currently studying or have studied and obtained their latest diploma outside of France.
2) This programme is aimed at students wishing to apply for a second year Research Master (RM2) or for a PhD in order to follow or pursue their research training in one of the departments or laboratories of the ENS de Cachan. Priority is given to students who wish to undertake a complete second year of Research Master or a joint PhD (“cotutelle”).
3) The grant amounts to 1000 euros/month.
4) These grants are awarded for a minimum period of one semester (six months) and a maximum period of 12 months not renewable*.
Grants at the Master level:
· Grants are awarded for a period of 10 months to students applying for a whole academic year to carry out a Research Master (RM2). All ENS de Cachan master programmes are concerned, except the Design master programme and the Economics and Management master programme.
· Grants are awarded for a period of 6 months to students applying for one semester of study or research.
Grants at the PhD level:
· Grants are awarded for a period of 12 months to students applying for a whole academic year to carry out research in one of the ENS de Cachan laboratories. All ENS de Cachan research laboratories are concerned.
· Grants are awarded for a period of 6 months to students applying for one semester to carry out research in one of the ENS de Cachan laboratories. All ENS de Cachan research laboratories are concerned.
· In some case, especially for joint PhDs, 12 month grants may be awarded, upon decision of the jury, for two 6 month periods running through two consecutive academic years.
Candidates are required to send by e-mail (preferably) or by regular mail their application file, composed of:
• a letter of intention, specifying at the RM2 level the choice of Master and/or research training in alaboratory, at the PhD level the choice of laboratory and research project
• a detailed CV retracing the academic career with the course programme followed and the results (rankand marks) since entry at university

Scholarships for Women’s Leadership Training in Economics
The program will provide post-graduate training in applied policy economics for 31 women from eight developing countries including Sierra Leone, Tanzania, Nepal, Guinea, Angola, Vietnam, Ecuador and Pakistan.
The women selected will benefit from a two-year U.S. based Master’s program in Economics starting in September 2009.
Participants are expected to return to their various home countries to participate in the economic policy making their, upon graduation.
The Women Leadership Training in Economics program is designed with a view that an advanced training in policy economics for women will lead to a qualified cadre of female economists to participate in and eventually lead economic policy making.
The objectives of the program include providing participants with the leadership skill necessary to assume senior level positions at the forefront of economic policy making in USAID-assisted countries; providing participants with a solid training in economics that is policy oriented and providing participants the opportunity to study with colleagues from the United States, their own countries and other countries, thus providing a network of fellow economists to draw upon in their careers.
The program covers all costs including required visas, academic qualification test fees, tuition, and room & board.
The scholarship does not cover travel for the family or children of selected participants. However, U.S. academic institutions sometime have provisions that can meet this need.

FATA students get scholarships
Peshawar: Khushhali Bank Limited (KBL) in association with the United States Agency for International Development (USAID) awarded merit-based scholarships to the students from FATA studying at the University of Peshawar. Syed Zahid Raza, the head of Khushhali Bank Limited’s Human Resources Department, awarded the scholarships to deserving students at a ceremony hosted at the university.
Dr. Muhammad Iqbal, Professor of Statistics, Faculty of Numerical and Physical Sciences, University of Peshawar, congratulated the students and wished them success in their future endeavors in front of an audience of faculty and other university students. Khushhali Bank in association with USAID initiated the scholarship program in 2005, allowing universities across the country to provide opportunities to eligible students from marginalized areas in Sindh, Balochistan and FATA to acquire higher education. These scholarships are merit based and awarded to the students who qualify for a degree program per the admission criteria of the respective university.
The scholarships cover tuition and examination fees, in addition to course-related materials, books, and boarding expenses. Highlighting the importance of education Mr. Syed Zahid Raza stated, “Education is the gateway to an enlightened society and through these scholarships we take a step towards facilitating access to education and the development of the country’s vast pool of human capital and painting ourselves a brighter future. It is with great pride that we reward these students for their efforts by investing in their tomorrow.” With these 27 new scholarships the number of scholarships awarded to the students of University of Peshawar in 2008’ alone comes up to 61, bringing the total number of scholarships extended to this university to 74 since the inception of the program. While the sum total of all scholarships awarded to various universities during the year 2008 amounts to an impressive 180.
These scholarships have been awarded to the students of the prestigious national universities, including Lahore University of Management Sciences, Institute of Business Administration, Karachi, Institute of Management Sciences, Hayatabad, City University, Peshawar, and Balochistan University of Information Technology, Engineering and Management Sciences, Quetta. Since the start of the program in 2005, Khushhali Bank has awarded 268 scholarships. HEC creates hurdles in awarding scholarships to FATA students
ISLAMABAD: Students hailing from Federally Administered Tribal Areas (FATA) have alleged Higher Education Commission (HEC) was putting their future at stake by procrastinating the decision regarding interpretation of Supreme Court of Pakistan's verdict on division of reserved seats among students of inner and outer FATA region. Prof Qasim Masood , Chairman FATA Employees Welfare Society, Islamabad, while presiding over protest meeting of FATA teachers, students, businessmen and civil society activists, told The Frontier Post on Monday that HEC had committed violation of the rules by denying FATA students the right to seek admission in public sector universities under 'Provision of higher education opportunities for students of FATA and Balochistan.
It was said that HEC had withheld the merit list of FATA students because it violated the Supreme Court decision on reserved seats for FATA students. Before preparing the merit policy, they alleged, HEC did take into consideration the court's decision at all and it selected students on quite reverse proportionate of students from inner and outer FATA region. The court, in its decision, had explicitly directed the authorities to allot 10% of the total reserved seats of FATA region to those who in fact had received their education from within the region whereas the remaining 90% seats were to be reserved for students getting education from outside FATA but having domicile of FATA region.
The official concerned in HEC when contacted by FP said that HEC being ignorant of Supreme Court verdict awarded scholarships to FATA students on the bases of an earlier formula containing 10% seats for students seeking education from outside FATA region and remaining 90% for the students who got education from within FATA. The official said since the students falling under outer FATA quota had raised their demand, HEC was left with no other option but to withhold the merit list and to seek opinion of legal advisors on the contention of students from outer region in context of Supreme Court decision.
He said that SC judgment merely referred to students seeking admission in medical colleges whereas the scholarship project worth Rs 981.486m covered all disciplines of studies including engineering as well. Moreover, he said 60% of the project awards were for students from Balochistan and remaining 40% for FATA region students.
When asked how long it would take to seek legal opinion of the advisor and to commence with scholarship awarding to the students, the official said that it might take few more weeks to come up with resolution of the issue. It was also said that the awards had to be finalized during Sept-Oct 2008 to let the students seek admission in relevant universities but the confusion regarding seat allotment had delayed the issue for indefinite period.
Students both from inner and outer FATA region had urged the authorities to take immediate notice of the issue by asking the HEC to resolve the issue at its earliest to save students' time and resources.

Bhutto remembered by UTB-TSC with scholarship
The University of Texas at Brownsville and Texas Southmost College has established a scholarship to honor the memory of former Pakistani Prime Minister Benazir Bhutto.
Bhutto visited the college in 2004 when she spoke as part of its annual Distinguished Lecture Series. She was assassinated one year ago, shortly before Pakistan's election for prime minister.
"When she came to UTB, she touched us all," said Fitratullah Khan, who teaches computer science at UTB-TSC and helped to organize the endowment for the new scholarship.
Like Bhutto, Khan was born in Pakistan and came to the United States after finishing high school to earn a college degree.
Bhutto's message about the link between education and democracy rung true to Khan, who was astounded by the freedoms he was afforded when he came to the United States.
"Ms. Bhutto spoke about how educated people are going to choose the right leaders. They're not going to go for short-term solutions," Khan said.
Bhutto was a controversial figure in Pakistan. A descendant of former prime minister Zulfikar Ali Bhutto, she served as Pakistan's first female prime minister in 1988, but corruption and human rights abuses marked her tenure.
She went into exile in 1996 and, with U.S. support, returned in 2007 to campaign once again for prime minister.
Despite unresolved criticism, Bhutto stood to many for democracy, gender equality, and change.
She returned to Pakistan and continued campaigning, despite continuous attacks on her life.
Khan said that when Bhutto was assassinated at age 54, he watched on television in horror.
"We were stunned," Khan said. "We want to pay tribute to a person who gave her life up to her people. She knew she was going to be killed and she was very brave."
UTB-TSC will begin awarding the annual scholarship in the fall of 2009. The exact dollar amount of scholarship has not yet been determined. Preference will be given to Pakistani women, but all are encouraged to apply.

UWC invites applications for scholarships
The Pakistan National Council for United World Colleges (UWC) invited applications for scholarships for the academic term 2009-2011 to study at UWC in the United States, Britain, Canada, Italy, Norway, Hong Kong, Singapore, Wales, Venezuela, and Costa Rica to acquire International Baccalaureate Diploma, a pre-university diploma ranking higher than Intermediate or ‘A’ level.
There are two full scholarships (not including travel, miscellaneous expenses), one 80 per cent scholarship, one 25 per cent scholarship and a placement.Students should not be less than 16 years, nor over 17 years and five months on September 1, 2009. Entry is based on merit and siblings of prior UWC scholarship awardees are ineligible to apply as are dual nationality holders.
The last date for the submission of applications is January 16, 2009 at the Pakistan National Council for UWC (Flat No 1, 58-C 24th Commercial Street, Tauheed Commercial Area, Phase V, DHA) from where the form can be collected by providing proof of age, last board exam mark sheet (O Level or Matriculate), and proof of single Pakistani nationality.

EU announces two scholarship programmes for Pakistani students
ISLAMABAD: European Union (EU) on Thursday announced two scholarship programmes for Pakistani students for MA in European universities.
A press release issued by the EU’s Islamabad office said one scholarship – 24,200 euros worth of Erasmus Mundus Special Education Needs – was for one-year MA course at Roe Hampton University (London), Fontys OSO (Tilburg, The Netherlands) and Charles University (Prague, Czech Republic), while the other – 42,000 euros Erasmus Mundus Human Rights Practice – was for two-year MA at Roe Hampton University (London), Gothenburg University (Gothenburg, Sweden) and Tromso University (Tromso, Norway).
It said those selected for scholarships would receive 13,000 euros for a three-month stay in at least two of the partner countries. The deadline for applying for the scholarships was December 14.
