President of International Islamic University Islamabad (IIUI) and Vice Chancellor of Quaid-i-Azam University (QAU) on Wednesday showed grave concern over recent financial cuts in the annual grant to the universities. At the 4th International Conference on Fluid Dynamics both of them were of the view that the financial cuts would have very adverse effects on the functioning and R&D activities of the universities and hoped that the government would reconsider its decision in this regard. While speaking on the occasion IIUI President Dr. Anwaar Siddique welcomed the dignitaries and delegates to the IIU for exchange of research contributions and promised to do every thing possible to promote this collaboration. QAU Vice Chancellor Masoom Yasinzai in his remarks appreciated the collaboration between the two universities in organising the conference and assured full support to promote research in all disciplines through mutual collaboration. Some 38 reputed mathematicians from Pakistan and abroad would present their latest research work on current issues related to Mathematical Modelling. The research papers would focus on various critical applied areas such as oil exploration process, energy extraction from geothermal regions, filtration process, blood circulation and drug permeation through human skin. The researchers would also deliberate over advancement in the construction of analytical solutions to the nonlinear differential systems in Newtonian and non-Newtonian fluid dynamics, rotating and magneto hydrodynamic regimes, flow analysis, phenomena of geophysical and Cosmical Fluid Dynamics. |

Scholarships by HEC
Applications are invited from outstanding Pakistani Nationals for the award of scholarships for higher studies leading to Phd. The scholarships will be awarded for spring 2010 session in HEC identifies world top ranked disipline wise universities of USA UK, Canada, Australia, Japan, Singapore etc.
Eligablity criteria as advertised by HEC:-
Candidates must have a minimum qualification of MSc., MA, MBA, B.E/B.Sc. Engg or equivalent (a total of 16 years education).
A maximum of two second-division passes throughout the academic career.
Not less than 50% marks throughout the academic career.
Maximum age on Tuesday September 15, 2009: 40 years for full time regular faculty members of public sector Universities/Colleges and employees of the public sector R & D organizations.35 years for all others.
Applicants must have already secured admission into a PhD program or Master’s leading to a PhD in the specified disciplines in the HEC identified world top ranked discipline wise Universities. The list of these universities & disciplines is available at HEC website (www.hec.gov.pk/ossphase2batch5).
Applicants who are applying for Physical Sciences, Engineering & Technology and Business Education must submit GRE/GMAT score. GRE score should be sent directly through ETS to HEC using the institution code GI 9054. GMAT score will be acceptable only for the candidates for Business Studies.
Applicants who are applying for Veterinary Sciences, Biological Sciences, Social Sciences and Arts & Humanities need to have minimum cumulative 50% academic marks as per HEC Academic Evaluation Formula (HEC-AEF). The HEC-AEF is available at HEC website.
The students already registered/enrolled for programs leading to PhD or PhD in HEC identified institutions abroad may also apply.
The candidates who are already availing any other HEC / Government scholarship offer are NOT eligible to apply.

Prescribed application form will be submitted along with the following documents within the closing date of application i.e. Tuesday September 15, 2009.

3. CV/Resume

Important Note:

2. Confirmed and unconditional admission letters should clearly state that admission is in PhD or MS/MPhil leading to PhD.
3. Candidates having direct admission into PhD will be preferred.
4. Those who have already applied for the Overseas Scholarship in previous phases and have not been awarded scholarship are required to re-apply.
5. In-Service candidates should apply through proper channel. Advance copies will not be entertained.
6. Funding for a maximum period of 4 years will be provided for higher studies leading to a PhD.
7. Limited numbers of scholarships in selected disciplines only are available. Detail is available on HEC website.
8. Awardees have to execute a bond with the HEC to serve in Pakistan for 5 years after completion of study, preferably in an institution of Higher Education.
9. Incomplete and applications received after due date will not be entertained.

HEC Scholars speak for their future

The futures of over 400 students who were granted various Higher Education Commission (HEC) scholarships are at stake as the HEC has failed to provide the money pledged to these students. HEC officials, meanwhile, cite the financial crunch as the reason behind the funds being stopped by the government.
While the HEC is blaming the government, officials from the government claim that the global recession has reached Pakistan as well, resulting in a dearth of finances. HEC Director General Dr Sohail Naqvi told The News that the HEC received only Rs8 billion against the budgeted Rs18 billion.
"We are using the bulk of the eight billion rupees for scholars who are already enrolled in various programmes at home and abroad. We are not in a position to begin new programmes now," he explained.
Dr Naqvi denied that the HEC is spending lot of money on its countless employees. "We have about 700 employees and none of them can be called ‘white elephants’. We are not spending on ourselves."
Some students and senior professors of private and public sector universities criticised the government for appropriating the taxpayers’ money for its ‘personal’ use. "The government is buying bullet-proof cars, helicopters and a fleet of vehicles for an army of ministers, advisors and other VIPs who are clogging roads with their entourage. All this money should have gone into education. But no one cares," they lamented.
Mohammad Jamaluddin Thaheem is one of the 400 students who are waiting to receive the good news from HEC so that he can go abroad and resume his studies. "I applied for the HEC scholarship under their Universities of Engineering, Science and Technology of Pakistan (UESTP) Programme. The last date of application was January 10, 2008. After waiting for over three months, I was short-listed for an interview in April 2008 that was held at the HEC Regional Centre, Karachi, on May 15, 2008," he said.
Thaheem was provisionally selected for the scholarship in May 2008. With a guaranteed admission in Politecnico di Torino, Italy, the HEC scholarship was an added prospect for him. The HEC asked Thaheem along with 85 other students for the science, engineering and technology scholarship, to get their documentation in order. Thaheem’s documents had to be translated in Italian and other languages and verifications/attestations had to be done, which he duly completed despite the time, effort and money involved in the process.
Politecnico di Torino confirmed Thaheem’s admission in a four-year PhD programme in July 2008. He immediately applied for student visa which received on September 1, 2008.
"Everything was going according to plan, although there were rumours that the government had stopped funding. Meanwhile, the HEC chairman at the time, Professor Atta-ur-Rehman also resigned, which somewhat confirmed these doubts. But the repeated confirmations from HEC, that our scholarship was intact, kept our hopes alive," Thaheem said.
In November 2008, the HEC emailed all candidates who were government employees to either apply for a nine-year (four years of study plus five years of service) leave and NOC from their departments or resign. Many people resigned after this. Although Thaheem was not a government employee, he too resigned to prepare for his departure.
"On November 29, 2008, the HEC sent us an email informing us of that our scholarship has been put on hold, and we were advised not to proceed till further orders. We were extremely disappointed by this – almost one year of preparation and anticipation seemed to have gone to waste. We protested but the HEC has not done anything so far," Thaheem explained.
Thaheem and some other students, on their persistence, were finally allowed a meeting with Dr Sohail Naqvi and Project Manager, UESTP-Italy, Waseem Hashmi Syed on January 5, 2009. "I went to Islamabad to attend this meeting but both gentlemen made it clear that the funding issue was out of their hands," he said.
Thaheem and his group of students have written letters to the president, prime minister, speaker of the National Assembly, Punjab chief minister, Sherry Rehman (Federal Information Minister at the time) and most political leaders and prominent journalists. There has been no response so far.
The group also met the Italian Ambassador in Pakistan, Vincenzo Prati, and the Consul General of Italy in Karachi, Domenico Benincasa, and sought their help. The Italian Ambassador spoke to Prime Minister Gilani a few times but nothing has come out of it. The Italian delegates were sympathetic but expressed their inability to helping them. They (the diplomats) also told the students that the Italian universities could not provide them with scholarships. Unfortunately, January 23, 2009 was the last date for enrolment in the Italian universities.

Fullbright Scholarships for Pakistani Nationals
This program funds graduate study in the United States for a Master’s degree program.
The program is funded by The United States Agency for International Development (USAID). All disciplines are eligible, except for clinical medicine, with priority given to Education, Educational Management, Agriculture, Health, Teaching of English, Journalism, and fields related to economic development. Eligible candidates will have either a four-year Bachelor’s degree or a Bachelor’s and Master’s combination totaling 16 years of formal education from an accredited university. Recent graduates are strongly encouraged to apply, except for MBA applicants, who require 3 years of work experience.
Fulbright/HEC/USAID Ph.D. Scholarship
This program funds graduate study in the United States towards a Ph.D. degree. This may be coursework and/or research towards a Ph.D. or an entire program. Funding for this program is provided by the Higher Education Commission (HEC) of the Government of Pakistan as well as USAID. Eligible applicants will have a Master’s, M. Phil. or comparable degree (a minimum of 18 years of formal education) from an accredited university.
Who is eligible for these scholarships?
Pakistani citizens with strong academic histories are eligible to apply.
All disciplines - Sciences, SocialSciences, Arts, Humanities, Journalism, Business, Law - are welcome to apply, except clinical medicine.
It is highly desirable that candidates have work experience in teaching, research, or the publicsector in Pakistan.
In addition to academic work, persons selected for Fulbright programs are expected to share information about Pakistani life and culture with their U.S. colleagues and with community groups in the U.S. On returning to Pakistan, Fulbright grantees are expected to share their U.S. experiences with colleagues and community groups in Pakistan.
Successful candidates should be poised to assume a leadership position in their field and must be committed to returning and serving Pakistan.

Education linkages between New Zealand and Pakistan
HEC seeks institutional linkages between New Zealand, Pakistan
ISLAMABAD—Hamish MacMaster, High Commissioner of New Zealand Wednesday called on Shehnaz Wazir Ali, Special Assistant to Prime Minister and Chairperson Higher Education Commission (HEC), to discuss the cooperation in the field of Higher Education and Institutional links between the two countries.
Shehnaz Wazir Ali informed Hamish MacMaster about the Pakistan Education and Research Network (PERN) and desired to have research collaboration of Pakistani universities with New Zealand universities through virtual connectivity. She also discussed other possibilities and avenues of cooperation in the field of higher education in Pakistan and Institutional linkages between universities of New Zealand and Pakistan.
She also discussed the prevailing financial crisis in the country and particularly its effects on HEC scholarship programmes. As HEC is currently funding 2825 scholars studying abroad and 3765 scholars studying in Pakistan which is a big liability for government of Pakistan to fund them for next 5 years."HEC does not have enough funds in Financial Year 2008- 2009 from Government of Pakistan to support 326 selected candidates including 85 candidates who have been selected for New Zealand universities. However, HEC is expecting to get enough funds in FY 2009-2010 to support these 326 candidates for doctoral studies," she added.
She expected that the possibilities should be explored for financial support to 85 HEC scholars by New Zealand Government and asked Hamish MacMaster to seek the possibility of at least 50 percent cost sharing by Government of New Zealand.
The possibilities of fund raising by private sector were also discussed in the meeting and the chairperson emphasized to discover further steps for fund raising from private universities and industries as well as aggressive marketing on HEC achievements.
The HEC has sent 111 scholars to New Zealand, out of which, 48 scholars are studying in Massey University whereas 63 scholars are studying in University of Auckland. In addition, 85 scholars have been selected and admitted in Massey (47) and Auckland (38) but have been advised not to proceed due to economical crises.
Wazir Ali appreciated the cooperation of New Zealand Government particularly University of Auckland and Massey University who could be the active partners to produce necessary human resources for the development of Pakistan. HEC creates hurdles in awarding scholarships to FATA students
ISLAMABAD: Students hailing from Federally Administered Tribal Areas (FATA) have alleged Higher Education Commission (HEC) was putting their future at stake by procrastinating the decision regarding interpretation of Supreme Court of Pakistan's verdict on division of reserved seats among students of inner and outer FATA region. Prof Qasim Masood , Chairman FATA Employees Welfare Society, Islamabad, while presiding over protest meeting of FATA teachers, students, businessmen and civil society activists, told The Frontier Post on Monday that HEC had committed violation of the rules by denying FATA students the right to seek admission in public sector universities under 'Provision of higher education opportunities for students of FATA and Balochistan.
It was said that HEC had withheld the merit list of FATA students because it violated the Supreme Court decision on reserved seats for FATA students. Before preparing the merit policy, they alleged, HEC did take into consideration the court's decision at all and it selected students on quite reverse proportionate of students from inner and outer FATA region. The court, in its decision, had explicitly directed the authorities to allot 10% of the total reserved seats of FATA region to those who in fact had received their education from within the region whereas the remaining 90% seats were to be reserved for students getting education from outside FATA but having domicile of FATA region.
The official concerned in HEC when contacted by FP said that HEC being ignorant of Supreme Court verdict awarded scholarships to FATA students on the bases of an earlier formula containing 10% seats for students seeking education from outside FATA region and remaining 90% for the students who got education from within FATA. The official said since the students falling under outer FATA quota had raised their demand, HEC was left with no other option but to withhold the merit list and to seek opinion of legal advisors on the contention of students from outer region in context of Supreme Court decision.
He said that SC judgment merely referred to students seeking admission in medical colleges whereas the scholarship project worth Rs 981.486m covered all disciplines of studies including engineering as well. Moreover, he said 60% of the project awards were for students from Balochistan and remaining 40% for FATA region students.
When asked how long it would take to seek legal opinion of the advisor and to commence with scholarship awarding to the students, the official said that it might take few more weeks to come up with resolution of the issue. It was also said that the awards had to be finalized during Sept-Oct 2008 to let the students seek admission in relevant universities but the confusion regarding seat allotment had delayed the issue for indefinite period.
Students both from inner and outer FATA region had urged the authorities to take immediate notice of the issue by asking the HEC to resolve the issue at its earliest to save students' time and resources.
