Scholarships by HEC

Applications are invited from outstanding Pakistani Nationals for the award of scholarships for higher studies leading to Phd. The scholarships will be awarded for spring 2010 session in HEC identifies world top ranked disipline wise universities of USA UK, Canada, Australia, Japan, Singapore etc.

Eligablity criteria as advertised by HEC:-
Candidates must have a minimum qualification of MSc., MA, MBA, B.E/B.Sc. Engg or equivalent (a total of 16 years education).
A maximum of two second-division passes throughout the academic career.
Not less than 50% marks throughout the academic career.
Maximum age on Tuesday September 15, 2009: 40 years for full time regular faculty members of public sector Universities/Colleges and employees of the public sector R & D organizations.35 years for all others.
Applicants must have already secured admission into a PhD program or Master’s leading to a PhD in the specified disciplines in the HEC identified world top ranked discipline wise Universities. The list of these universities & disciplines is available at HEC website (www.hec.gov.pk/ossphase2batch5).

Applicants who are applying for Physical Sciences, Engineering & Technology and Business Education must submit GRE/GMAT score. GRE score should be sent directly through ETS to HEC using the institution code GI 9054. GMAT score will be acceptable only for the candidates for Business Studies.

Applicants who are applying for Veterinary Sciences, Biological Sciences, Social Sciences and Arts & Humanities need to have minimum cumulative 50% academic marks as per HEC Academic Evaluation Formula (HEC-AEF). The HEC-AEF is available at HEC website.

The students already registered/enrolled for programs leading to PhD or PhD in HEC identified institutions abroad may also apply.

The candidates who are already availing any other HEC / Government scholarship offer are NOT eligible to apply.

Application Procedure
Prescribed application form will be submitted along with the following documents within the closing date of application i.e. Tuesday September 15, 2009.
1. Photocopies of all educational testimonials.
2. Photocopy of CNIC
3. CV/Resume
4. Attested photocopy of GRE/GMAT score, if available. GRE score report in original must also reach HEC by Tuesday September 15, 2009 directly through ETS, USA to Institution code GI 9054. This is applicable only for Physical Sciences, Engineering & Technology and Business Education disciplines
5. Photocopy of confirmed admission for PhD or Master’s leading to PhD Program at one of the HEC identified universities (list is available at HEC web site).
6. Statement of Purpose (One page)
7. Research Proposal
8. NOC from the employer (only for Government employees)

Note: - All above documents should be in proper order and stapled
Important Note:
1. All scholarships will be awarded on open merit.
2. Confirmed and unconditional admission letters should clearly state that admission is in PhD or MS/MPhil leading to PhD.
3. Candidates having direct admission into PhD will be preferred.
4. Those who have already applied for the Overseas Scholarship in previous phases and have not been awarded scholarship are required to re-apply.
5. In-Service candidates should apply through proper channel. Advance copies will not be entertained.
6. Funding for a maximum period of 4 years will be provided for higher studies leading to a PhD.
7. Limited numbers of scholarships in selected disciplines only are available. Detail is available on HEC website.
8. Awardees have to execute a bond with the HEC to serve in Pakistan for 5 years after completion of study, preferably in an institution of Higher Education.
9. Incomplete and applications received after due date will not be entertained.

Last date of receipt of applications:
Application form, complete in all respect should reach the undersigned latest by Tuesday September 15, 2009 through registered mail or courier service. By hand applications will not be entertained.

In order to maintain peace and stability in the region on a permanent basis, President Asif Ali Zardari has signed the document on ‘Nizam-e-Adal’ according to which ‘Shariat’ will gain a legal status in Swat and the adjoining areas.

Deputy Speaker National Assembly Faisal Karim Kundi said this here Wednesday while talking to media persons during the distribution ceremony of the first ever Higher Education Commission (HEC) merit scholarship certificates under the project ‘Provision of Higher Education Opportunities’ for the students of Balochistan and Fata.

"The government is keen to maintain law and order in Swat in particular and the country in general that will ultimately lead to the progress and stability of the country," he said.

Answering a question regarding the drone attacks, the deputy speaker said the Government of Pakistan is negotiating with the Obama regime to bring an end to such attacks in Pakistan. "We don’t need drone attacks but financial help to support our educational programmes that will help in eliminating poverty and illiteracy besides eradicating the factors of extremism from our country," he said adding that education is the only weapon to root out extremism and terrorism from society.

Kundi said it is appreciable that HEC has selected students from the less developed areas of Balochistan and Fata but it should also extend its programme to NWFP. "I am sure that the students of NWFP equally deserve such programmes. There is no dearth of talent in these regions but the need is to polish the capabilities of the youth there in order to utilise them in a constructive manner," he said.

Chairperson HEC Shahnaz Wazir Ali said on the occasion that the government is working for resource development by investing in the youth’s capabilities. "It is the government’s responsibility to provide high quality education to the youth in order to explore their hidden potential," she said.

She said there are a number of merit based scholarship programmes running under HEC. "We believe in merit and not a single scholarship has ever been awarded on the basis of links or influence". She said 3,517 applications were received out of which 140 were selected after provisional scrutiny while 131 students got the final award. "As many as 93 undergraduates and 38 graduates were selected for the scholarship including 117 men and 14 women," she said.

She assured that the scholarship programmes are the government’s top priority and they would not be affected by the current financial crunch.
Executive Director (ED) HEC Sohail A Naqvi on the occasion said the scholarship programme with a total cost of Rs981.486 million is part of a fully funded educational opportunity for the students of Balochistan and Fata that covers tuition fee and the cost & living allowance as well as allowances for books, travel and settlement.

He said the scheme comprises of 2,000 scholarships including 700 for Masters programme and 1,300 for graduate studies over a period of seven years. However, the distribution between Balochistan and Fata is in a ratio of 60 and 40 per cent. "The total number of scholarships will gradually increase each year whereas during the first year, there are only 140 scholarships," he said.

HEC Scholars speak for their future

Paucity of funds puts future of students at stake

The futures of over 400 students who were granted various Higher Education Commission (HEC) scholarships are at stake as the HEC has failed to provide the money pledged to these students. HEC officials, meanwhile, cite the financial crunch as the reason behind the funds being stopped by the government.

While the HEC is blaming the government, officials from the government claim that the global recession has reached Pakistan as well, resulting in a dearth of finances. HEC Director General Dr Sohail Naqvi told The News that the HEC received only Rs8 billion against the budgeted Rs18 billion.
"We are using the bulk of the eight billion rupees for scholars who are already enrolled in various programmes at home and abroad. We are not in a position to begin new programmes now," he explained.

Dr Naqvi denied that the HEC is spending lot of money on its countless employees. "We have about 700 employees and none of them can be called ‘white elephants’. We are not spending on ourselves."

Some students and senior professors of private and public sector universities criticised the government for appropriating the taxpayers’ money for its ‘personal’ use. "The government is buying bullet-proof cars, helicopters and a fleet of vehicles for an army of ministers, advisors and other VIPs who are clogging roads with their entourage. All this money should have gone into education. But no one cares," they lamented.

Mohammad Jamaluddin Thaheem is one of the 400 students who are waiting to receive the good news from HEC so that he can go abroad and resume his studies. "I applied for the HEC scholarship under their Universities of Engineering, Science and Technology of Pakistan (UESTP) Programme. The last date of application was January 10, 2008. After waiting for over three months, I was short-listed for an interview in April 2008 that was held at the HEC Regional Centre, Karachi, on May 15, 2008," he said.

Thaheem was provisionally selected for the scholarship in May 2008. With a guaranteed admission in Politecnico di Torino, Italy, the HEC scholarship was an added prospect for him. The HEC asked Thaheem along with 85 other students for the science, engineering and technology scholarship, to get their documentation in order. Thaheem’s documents had to be translated in Italian and other languages and verifications/attestations had to be done, which he duly completed despite the time, effort and money involved in the process.

Politecnico di Torino confirmed Thaheem’s admission in a four-year PhD programme in July 2008. He immediately applied for student visa which received on September 1, 2008.

"Everything was going according to plan, although there were rumours that the government had stopped funding. Meanwhile, the HEC chairman at the time, Professor Atta-ur-Rehman also resigned, which somewhat confirmed these doubts. But the repeated confirmations from HEC, that our scholarship was intact, kept our hopes alive," Thaheem said.

In November 2008, the HEC emailed all candidates who were government employees to either apply for a nine-year (four years of study plus five years of service) leave and NOC from their departments or resign. Many people resigned after this. Although Thaheem was not a government employee, he too resigned to prepare for his departure.

"On November 29, 2008, the HEC sent us an email informing us of that our scholarship has been put on hold, and we were advised not to proceed till further orders. We were extremely disappointed by this – almost one year of preparation and anticipation seemed to have gone to waste. We protested but the HEC has not done anything so far," Thaheem explained.

Thaheem and some other students, on their persistence, were finally allowed a meeting with Dr Sohail Naqvi and Project Manager, UESTP-Italy, Waseem Hashmi Syed on January 5, 2009. "I went to Islamabad to attend this meeting but both gentlemen made it clear that the funding issue was out of their hands," he said.

Thaheem and his group of students have written letters to the president, prime minister, speaker of the National Assembly, Punjab chief minister, Sherry Rehman (Federal Information Minister at the time) and most political leaders and prominent journalists. There has been no response so far.

The group also met the Italian Ambassador in Pakistan, Vincenzo Prati, and the Consul General of Italy in Karachi, Domenico Benincasa, and sought their help. The Italian Ambassador spoke to Prime Minister Gilani a few times but nothing has come out of it. The Italian delegates were sympathetic but expressed their inability to helping them. They (the diplomats) also told the students that the Italian universities could not provide them with scholarships. Unfortunately, January 23, 2009 was the last date for enrolment in the Italian universities.

Pakistani Hopes at AIT

It is quite some time that I have been as a visiting fellow to Asian Institute of Technology (AIT) as a visiting fellow to from University of Balochistan, Pakistan one of the schools having signed Memorandum of Understanding for linkage program in different academic fields. In the twilight of my career with teaching experience spanning around thirty years with four years graduate studentship in two of the American universities and of the even period as the visiting fellow to two of the Turkish universities, I find AIT as a nice different academic and social atmosphere with a mini Pakistan on its campus.

AIT is thoroughly a self finance educational institution with commercialization in the field of higher education. It offers graduate courses at Masters or leading to Ph.D from two to four years. It does not offer undergraduate studies, except short courses in English language or research and methodology/management. Founded in 1959 as “SEATO Graduate School of Engineering with a mission to develop highly qualified and committed professionals who will play a leading role in the sustainable development of the region and its integration” into the new capitalist world, its foundations were raised on funding and donations from different governments or its organizations which more than decades past reminds one more or less on each front building of the faculty with plats acknowledging the support provided by a government in its completion or renovation. Entering the main gate one can see on the left a big sign saying “these buildings were made by New Zealand”. The countries having provided massive support include US, Great Britain, Japan, Germany, Sweden and others.

Japan in 1979 provided a grant of more than $ 4.5 million for the construction of main library. Spending few hours in library realizes one its academic and research enrichment. In 1989, AIT was awarded Ramon Magsaysay Award for Peace and International Understanding for producing a large number of engineers and managers committed to Asia. Whatever the truth may be about the award, an orientation to group of important visitors is familiarized with the award.

Pakistan students comprise a sizeable portion of the overall students population which is at present 112 out of the total AIT strength: 2259 from more or less 38 nationalities. They rank second after Thai students; followed by India. They are active in different walks of the university — be it academic, sports and even union activities. The AIT Student Union present is a Pakistani, Akthar Nawaz Khan from telecommunication department; the Muslim Students Federation/Union Present is also a Pakistan; and obviously the one who leads the Pakistan Students Union.

Students from the University of Balochistan (UoB) constitutes a larger chunk of the Pakistani student population with its number having grown during the last two years. They all are government financed under the hugely financial package of Mega Project the UoB had from the Higher Education Commission (HEC) during the heyday of President Musharraf rule with Ata ur Rehman as the Chairman of the HEC with the rank equivalent of State Minister; the man behind the show of pumping huge funds into the allotment of foreign scholarship to thousands of students from Pakistan between 2002-2007 in walks of academic fields. The boon can also be justified as the Ata-ur-Rehman School of Thought with maximum efforts in the achievement of higher education for which he demanded more and more funds from government as the result of which
one can see Pakistan students on numerous foreign universities’ campuses, AIT being one of them. The things are less encouraging and hopeful for the future arrival of students after he resigned and government faced financial crunches.

The UoB mega project besides Masters and leading to Ph. D programs included shorter visits to AIT which ranged from 12 days training courses to four months language or certificate courses — all well suited to AIT as the self finance educational institution. It tries to suit the completion of course work for students irrespective their academic background one way or another. I noticed a number of students from U of B with Physics and Mathematics background studying Mechatronics. A person with such a degree will be hardly of any use upon his/her return to the parent university. “Will there be opened a separate department for them”? asked a student. “To him, he should have come only and only in the concerned field.

Compared to the number of disciplines on the number of students ratio wise, the AIT is probably number one. It ranges from Computer Science, Telecommunications, Information & Communications Technologies, Mechatronics, Microelectronics, water Engineering and Management, Water Engineering and Management, Information management, Structural Engineering, Geotechnical and Geo-environmental Engineering, Energy, Business Administration, International Business etc. No matter from whatever provincial or ethnic background he may be, they form an integrated force with interaction with other students.

Sana ur Rehman Sheikh from the University of Balochistan is in process of completion of his Ph.D in International Business with six months left for the completion of his three year scholarship. He is worried of having hard-time in case the scholarship is not extended. Similarly, Mr. Mumtaz having come from remote area of Balochistan is in diploma courses but believes in completion of Master’s.

Speaking high of his teacher from Bangladesh, Dr. Mokbul in Regional and Rural Development Planning he is in expectation of having financial support from AIT in case of denial from U of B. Many Pakistani students I interviewed believed that the AIT should be considerate of providing financial students to Pakistani students with good academic record in case of the expiration of scholarship from their country. In wake of financial crises Pakistan is faced with and new command at HEC the students are fearful of future financial support. Dr. Said Irandoust, a man with galaxy of talents and challenge shooting techniques to have brought once drowning AIT in par with leading world schools, is believed to have been told by few of the students. They however speak high of the cooperation AIT administration show them in case of no arrival of funds from the parents institutions. It is more frequent now than was one year ago.
