Australian Development Scholarships for Pakistani Nationals

Under the 2010 Australian Development Scholarships (ADS) program the Australian Agency for International Development (AusAID) is pleased to invite applications from interested candidates who are committed to contribute towards the development of Pakistan. The Australian Development Scholarships (ADS) are the principal mechanism by which Australia provides scholarship assistance for individuals from developing countries to undertake studies at Australian education institutions.

These scholarships are available to all citizens of Pakistan (who currently reside in-country the year round) for Masters-level study in Australia commencing in semester 1, January 2010. Fifty per cent of the scholarships are reserved for female candidates; high priority will be given to those who have not studied overseas at the post-graduate level. The scholarships are generous
and include a stipend as well as full tuition fees at well respected and internationally recognized Australian universities.


Eligibility Criteria for ADS
Candidates must:
• be Pakistani citizens (dual nationals are not eligible) and not have permanent
residence in Australia or New Zealand;
• not be married or engaged to a person who is eligible to hold Australian or New Zealand citizenship or permanent residence;
• satisfy Australian Government requirements for international student entry to Australia (health, character etc.);
• not hold another scholarship;
• not have held a foreign scholarship in the 24 months preceding the application (24 months are calculated from the date of arrival back in Pakistan to the closing date for receipt of applications, i.e. 26 April 2009);
• be applying to commence a new course of study and not be seeking support for a course already commenced in Australia (on-going study programs will not be supported);
• be able to take up the scholarship in the year for which it is offered (deferrals are not available); and
• satisfy the admission requirements of the Australian tertiary institution in which the course is to be undertaken.

Candidates must also:
1. be applying for courses that fall within the priority areas identified below;
2. have a high standard of academic background with a suitable level of previous study and a minimum of 60 per cent average grades;
3. have a satisfactory command over the English Language as indicated by at least an overall current IELTS Band of 6.5 with no band less than 6.0 (a test result obtained anytime after November 2007 will be considered current).

AusAID will reimburse the amount for IELTS examination for the successful candidates
(if exam is undertaken between 23 Feb 2009 to 11 April 2009);

4. have at least 16 years of education;
5. have at least 2 years work experience in the field in which you are applying;
and
6. not be older than 45 years at the closing date for applications (i.e. 26
April 2009).

Priority areas: In each case merit will be given to candidates likely to influence development outcomes at the national and regional levels.
1. Education (e.g. Education and Teacher Training, Educational Administration, Educational Management, Health Educators Education, Primary Teacher Education)
2. Health (e.g. Health Service Management, Public Health, Mother and Child Health)
3. Natural Resources Management (e.g. Agriculture, Animal husbandry, Animal studies, Aquaculture and Fisheries, Forestry, Horticulture, Rural Management, Environmental Studies)
4. Social Sciences (e.g. Criminology, Trans-national Crime Prevention, Development Studies, International Affairs, Public Policy, Social Policy, Women’s Studies, Human Rights)
5. Governance (e.g. Public Administration and Management, Development
Management, Public Sector Financial Management, Economics, Human Resource
Management, International Trade and Customs, Social Administration, Taxation
Studies)
6. Law and Legal Studies (e.g. Justice, Law Enforcement, Legal Studies)
7. Information Technology (e.g. Information Technology Management, Computer
Science)


How to apply
Applicants fulfilling these basic eligibility criteria should submit an application which can be downloaded from the Australian High Commission, Islamabad website: http://www.pakistan.embassy.gov.au/.

Frequently Asked Questions (FAQs) on the scholarships program are also available on the High
Commission website. For further information please send your queries to
ausaidscholarships.islamabad@dfat.gov.au. No calls or correspondence will be
accepted regarding the status of applications.

Applicants should submit the following additional documents in support of the application:
• Three application forms in original (photocopied forms will not be accepted);
• One copy of the self assessment form for eligibility to be attached on top of the three application forms;
• Three recent passport size photographs affixed to the forms;
• Attested copies of educational certificates and detailed mark sheets (transcripts) for all examinations from matriculation/O levels to the highest degree obtained;
• Copy of National Identity Card and Passport;
• Employment letters specifying years of service and job description (for all years of employment);
• IELTS score sheet (mandatory-a test result obtained anytime after November 2007 will be considered current, expired scores will not be accepted);
• All Master applicants whose study program will include at least 50 percent research MUST attach an outline of the proposed research project (up to 1,000 words) to each application form.
Please note that all documents sent to AusAID should be on A-4 size paper and
should be attested by a First Class Government Gazetted officer or any person of
an equal status. Candidates should also ensure that the “Employer and Nominating
Authority statement” on page 11 and 12 of the form is fully completed.


Scholarship holders should note that they are required to return to Pakistan and take up a position that makes use of the study for a minimum period of two years. Scholarship awards must be taken up in 2010 and cannot be transferred to the next academic year.

Information on courses offered by Australian universities may be obtained by visiting the Australian Education International website:
http://www.studyinaustralia.gov.au. Information on IELTS examination schedule (test dates and centres) and how to register for an exam can be obtained from the website: www.ielts.org. Please note that an IELTS result becomes available two weeks after sitting for the examination. TOEFL scores cannot be submitted in place of IELTS scores as TOEFL results are not accepted for student visa purposes under the Australian law. Applicants who have a foreign degree are not exempt from submitting a current IELTS result with their application.

Please clearly mark the envelope with the scheme under which you are applying (ADS). The deadline for receipt of applications at the AHC is 26 April 2009.

Late or incomplete submissions will not be considered. Only successful applicants will be advised of the outcome of the selection process (by mid June). All decisions of AusAID are final.

MEXT scholarships awarded to Pakistani students

ISLAMABAD—The Government of Japan has awarded MEXT research scholarships for the year 2009 to 11 postgraduate Pakistani students aiming to provide them an opportunity to pursue higher studies in their respective fields of study in Japanese Universities. This fully funded scholarships program is designed to contribute to the long-term development needs of Pakistan for promoting good governance, economic growth and human development, said a press release issued here Friday.

The scholarship grantees have been selected by the Embassy of Japan, the Ministry of Foreign Affairs of Japan and the Ministry of Education, Culture, Sports, Science and Technology of Japan (MEXT) in collaboration with the MEXT Alumni Association of Pakistan (MAAP).

Chihiro Atsumi, the Ambassador of Japan to Pakistan, hosted a reception here in honor of the scholarship grantees. The alumni of the scholarship programme were also invited to exchange views and share their knowledge with the fresh scholarship grantees. Addressing on the occasion, the Japanese Ambassador asked the students to prepare for the changes they would encounter in Japan.

He also expressed the hope that the students would come back to Pakistan and work towards the betterment of Pakistan-Japan relations with the knowledge and expertise which they would have obtained in Japan. Over 100 MEXT research scholarship students have successfully returned to Pakistan after obtaining their PhD /Masters degrees in Japan.

They are actively working in various fields, making a significant contribution to the Japan-Pakistan relationship by different means.

Education linkages between New Zealand and Pakistan

HEC seeks institutional linkages between New Zealand, Pakistan

ISLAMABAD—Hamish MacMaster, High Commissioner of New Zealand Wednesday called on Shehnaz Wazir Ali, Special Assistant to Prime Minister and Chairperson Higher Education Commission (HEC), to discuss the cooperation in the field of Higher Education and Institutional links between the two countries.

Shehnaz Wazir Ali informed Hamish MacMaster about the Pakistan Education and Research Network (PERN) and desired to have research collaboration of Pakistani universities with New Zealand universities through virtual connectivity. She also discussed other possibilities and avenues of cooperation in the field of higher education in Pakistan and Institutional linkages between universities of New Zealand and Pakistan.

She also discussed the prevailing financial crisis in the country and particularly its effects on HEC scholarship programmes. As HEC is currently funding 2825 scholars studying abroad and 3765 scholars studying in Pakistan which is a big liability for government of Pakistan to fund them for next 5 years."HEC does not have enough funds in Financial Year 2008- 2009 from Government of Pakistan to support 326 selected candidates including 85 candidates who have been selected for New Zealand universities. However, HEC is expecting to get enough funds in FY 2009-2010 to support these 326 candidates for doctoral studies," she added.

She expected that the possibilities should be explored for financial support to 85 HEC scholars by New Zealand Government and asked Hamish MacMaster to seek the possibility of at least 50 percent cost sharing by Government of New Zealand.

The possibilities of fund raising by private sector were also discussed in the meeting and the chairperson emphasized to discover further steps for fund raising from private universities and industries as well as aggressive marketing on HEC achievements.

The HEC has sent 111 scholars to New Zealand, out of which, 48 scholars are studying in Massey University whereas 63 scholars are studying in University of Auckland. In addition, 85 scholars have been selected and admitted in Massey (47) and Auckland (38) but have been advised not to proceed due to economical crises.

Wazir Ali appreciated the cooperation of New Zealand Government particularly University of Auckland and Massey University who could be the active partners to produce necessary human resources for the development of Pakistan. The High Commissioner conveyed best wishes of the University of Auckland and Massey University for HEC and teir desire for the continuation and expansion of scholarship program. The meeting which was attended by Prof. Dr. S. Mahmood Raza, Adviser (HRD) HEC and Moin M Fudda, Honorary Consul General of New Zealand for Pakistan ended with mutual agreement that both parties will try their best to extend the cooperation in Higher Education sector and proposed Institutional linkages between both the governments.

Developments at Punjab University

The Punjab University (PU) Scholarship Committee meeting held on Thursday decided to award 5,000 scholarships on merit and to needy students.

According to a press statement, Vice Chancellor Prof Dr Mujahid Kamran chaired the meeting while deans of faculties, PU treasurer and additional treasurer and members of the committee attended the meeting.

As many as 303 students of Faculty of Behavioural & Social Sciences, 643 of Faculty of Economics & Management Sciences, 250 of Faculty of Arts & Humanities, 1,030 of Faculty of Commerce, 428 of Faculty of Law, 114 of Faculty of Oriental Learning, 74 of Islamic Studies, 312 of Faculty of Engineering & Technology, 405 of Faculty of Life Sciences, 1118 of Faculty of Sciences, 272 of Pharmacy and 31 students of Faculty of Education will be offered scholarships on open merit and needy basis.

Addressing the meeting, PU VC Dr Mujahid Kamran directed the officials concerned to make the whole process transparent and adopt strict merit to award scholarships to the students. He directed all the deans to instruct the heads of departments to send the names of students keeping in view strict merit so that no student could be deprived of due right.

It was also decided in the meeting that a notice be sent to all the heads of teaching departments to send the lists of eligible students to the Scholarship Committee within 30 days for the award of merit and needy scholarships. It is noteworthy that under the PU annual scholarship
scheme, Rs 12,000 each would be given to 2,500 students on merit and 2,500 needy students.


30,000 rare books donated to PU library: Renowned Pakistani journalist Maqbool Ahmad Dehlvi has donated a collection of over 30,000 rare journals and books to Punjab University Library.
According to a PU press statement issued on Thursday, the donation included 20,000 journals in Urdu, English and Gurmukhi languages and 12,000 rare books in Urdu and English. After retirement from State Bank of Pakistan (SBP), Maqbool Dehlvi spent most of his time in his personal library.

He was associated with Daily Jang and served for many years as a reporter.

Thousands of his articles have been published in Daily Mashraq and Daily Jang’s Sunday editions. He has also performed the duties of Editor in Ayena, Bano and Hina Lahore.
Moreover, many of his writings have been published in journal Tehzeeb, Zaib-un-Nisa, Hoor, Haram, Bano, Shama, Ayena, Muamma, Director, Shuja and Jaiza Naqsh.

It is to be mentioned that Maqbool Dehlvi is close relative of late Shahid Ahmad Dehlvi, a renowned literary personality of the great sub-continent.


PU signs MoU with US varsity: The Punjab University and Youngstown State University, Ohio, United States of America, signed a Memorandum of Understanding (MoU) under which both the varsities would collaborate in academic and research activities and exchange of students and teachers would be made possible.

PU Vice-Chancellor Prof Dr Mujahid Kamran and Youngstown State University Provost and Vice President Academic Affairs Dr Ikram Khawja signed the memorandum documents at New Campus on Thursday. PU External Linkages Director Prof Dr Najma Najam, Registrar Prof Dr Muhammad Naeem Khan and deans of all faculties were also present.
Dr Mujahid Kamran briefed Dr Ikram about the departments and faculties of the varsity and hoped that the collaboration would be very beneficial for faculty members and students of both the varsities. He said research on very important topics was being carried out at various science departments of Punjab University. He said there were vast opportunities of collaboration in the field of Biological Sciences, Chemistry, Physics, Information Technology, Islamic studies and other disciplines.

Youngstown University Vice-President Dr Ikram Khawaja said he wished that the scientists and researchers of both the universities should collaborate in various fields.

He said there were vast opportunities of collaboration in the areas of Islamic Studies, various science departments, cyber technology, ethic studies and chemical technology. He said both the varsities could provide opportunities of post doctoral to researchers as well.
